GENERAL RULE BOOK 2022 1.0 DISCLAIMER 1.1 Some rules apply to all classes. Some items do not apply to all classes. Read carefully. 1.2 The rules and regulations set forth herein are designated to provide for the orderly conduct of racing events, to establish acceptable requirements for such events, and to provide racers and spectators a safe, competitive, and exciting show. 1.3 These rules shall govern the condition of all events and by participation in these events, all participants are deemed to have read and understood these rules. 1.4 No expressed or implied warrant of safety shall result from publications of or compliance with these rules and/or regulations. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to participant or spectator. 1.5 Only certain track officials are empowered to permit certain deviations from or modifications to any of the specifications herein or impose any further restrictions that in their opinion do not alter the minimum acceptable requirements and that provide for a safe and competitive environment. 1.6 No expressed or implied warranty of safety shall result from such alteration of specifications or rules. 1.7 Any interpretation of deviation of these rules is left to the discretion of the General Manager(s) and /or Track Owners. Their decision is final without appeal. The GMs and Owners may, at their discretion assign or otherwise authorize other track officials to interpret or deviate from these rules. For instance Tech Directors are authorized and encouraged to interpret the rules within the boundaries of the class that they oversee. 1.8 If there is a disagreement or dispute regarding the meaning or application of the Saratoga Speedway (SS) Rules, the interpretation and application by the Track Owners, General Manager(s) or their official designate shall prevail. 1.9 All competitors and Officials expressly agree that determinations by Officials as to the applicability and interpretation of the SS rules are non-litigable and they covenant that they will not initiate or maintain litigation of any kind against Saratoga Speedway Ltd. or anyone acting on behalf of Saratoga Speedway Ltd., to reverse or modify such determinations or to recover damages or to seek any other kind of relief allegedly incurred. 1.10 If a member competitor or Official initiates or maintains litigation in violation of this covenant, that member competitor agrees to reimburse Saratoga Speedway Ltd for the costs of such litigation, including attorneys’ fees. 1.11 The Saratoga Speedway Ltd. Officials may make special rules for an event due to extraordinary conditions. Such special rules shall apply to the conduct of that event if they are published or announced prior to the commencement of the event by means of a bulletin, newsletter, telephone, fax, or pre-race meeting at the sole discretion of General Managers or track Owners. Saratoga Speedway Ltd who may also amend current rules as deemed necessary. 1.12 Saratoga Speedway Ltd. assumes no responsibility for damage or loss of equipment, vehicle, or any parts by any means whatsoever. 1.13 Minor drivers (under 19 years of age) and their parents are responsible to read and understand the rules and regulations set forth in this rulebook. 1.14 COMPETITOR OBLIGATION: Every driver must inspect the racing surface and the racetrack area to learn of any defects, obstructions, or anything which, in the driver’s opinion, is unsafe and the driver shall report in writing to a track official. • Any driver entering any racing event is considered to have inspected the track and determined that all conditions are satisfactory. • If the driver does not feel that conditions are satisfactory, then the driver should not race. • The driver further acknowledges that he is aware that auto racing involves risks and that by competing in that event the driver assumes these risks with full awareness and knowledge. 1.15 All rules are subject to the interpretation of the officials; any equipment that officials consider exotic or not in the intent of the rules will be considered illegal for competition. 1.16 In the interest of competitive fairness these rules may be adjusted to create a competitive balance. 1.17 The General Managers have authorized the Technical Directors to decide if a modification or equipment change is an attempt to circumvent these rules. The Technical Director may disqualify a race car that they feel is in violation of the spirit or intent of these rules. 1.18 If the rulebook does not specifically state that you can alter, modify, or replace something on your car you should consider it a violation to do so without first consulting the Tech Director. 1.19 No part is deemed to have been approved by having passed through previous inspections; all approved modifications will be recorded for reference. 2.0 GENERAL RULES 2.1 It is the goal of Saratoga Speedway Ltd. management and ownership to provide the safest, most competitive, and exciting racing environment possible. 2.2 It is up to the drivers to assure that their crews comply with these rules. 2.3 It is the competitor’s responsibility to ensure their car is legal. 2.4 Cars that are determined to be illegal prior to competing and proper repairs or modifications cannot be made might not be allowed to compete. 2.5 If a track official observes any inadequacy in a competitor’s racecar, equipment or conduct, the official may take whatever action they deem necessary to correct such inadequacy. Such action may include but is not limited to, inspections, medical determinations, and recommendation to Saratoga Speedway Ltd. General Managers for car or driver disqualification, penalty, and or suspension. 2.6 By entering a race, competitors indicate that they are aware that auto racing involves risks and assume these risks with full awareness and knowledge. 2.7 “Can or can’t rule”: Do not try to read between the lines in the rulebook. Just because the book does not say you can’t, don’t assume you can. Any modifications not specifically outlined here are at the tech official’s discretion. Just because an item went unnoticed or undiscovered during previous inspections, does not mean that it is legal or acceptable. The tech officials will make all final decisions. Ask first before you assume something is legal. 2.8 RaceCeivers: Mandatory for all classes. • Competitors are responsible for making sure their RaceCeiver is functioning properly and switched on. • The Race Director may disqualify a driver for not having a working device. • Any driver found to be competing without a RaceCeiver will be disqualified. No points, no pay, no exceptions. • RaceCeivers will be made available for rent at the back gate along with transceivers; some spare parts and batteries may be available for purchase in the infield concession. For hygienic reasons rental units do not include ear-buds; these may be purchased at the concession. • While we do stock some spare radio parts and batteries in the infield concession, we recommend that you have spare batteries in your helmet bag. 2.9 Stereos, radios, personal listening devices, or any other device that emits sound or might in any way distract a driver are a safety hazard. These devices are not authorized while on the racing surface and may be confiscated by track officials upon discovery. Second infraction will result in loss of championship points for that race and may result in a 1-race suspension. 2.10 Rain Calls and Cancellations will be at the discretion of track officials. The track owners or general managers may, at their sole discretion, modify these rules to suit particular circumstances of the race program in question. • Completed Program: A “Green Flag Original Start” of any feature race constitutes a completed program when considering a weather-call or any other race cancellation due to circumstances out of the track’s control. a) If the program is considered as complete (as above) but ended any time after original start and not able to complete the scheduled laps due to cancellation, the night’s racing program will be considered as complete and all racers who did not complete a scheduled race due to the cancellation will receive base payouts (4th+ as published in the race information sheet for that event). b) Any qualifying points earned up to the time of cancellation will be accumulated. c) Any Class Feature race that was unable to start will not accumulate points. d) Any Class feature that was able to complete their scheduled race prior to the cancellation will receive published payout and points. e) Pit passes will not be refunded. f) Front gate tickets will not be refunded. • Uncompleted Program: Failure of the first scheduled feature race in the program to reach a “Green Flag Original Start” constitutes an uncompleted race program. a) If the program is considered as uncompleted (as above) racers will not receive payouts. g) Any championship points earned up to the time of cancellation will be not be accumulated. h) Pit passes will be refunded in the case of uncompleted program with receipts; wristbands are not sufficient for refund because the serial number on the receipt is required by the digital system. i) Front gate tickets will be credited back to those who have created an account at Saratoga Motorsports Park when purchasing their ticket (all purchasers are informed at time of purchase and it is included in the ticket disclaimer). 3.0 PROPERTY 3.1 Saratoga Speedway is private property. 3.2 Any person on this property without permission of SS management is guilty of trespassing and subject to the penalties prescribed by law. 3.3 Through your registration, you have been given the authority and the privilege to be on this property in conjunction with racing activities. SS reserves the right to revoke/cancel this privilege at any time that it is felt that your presence or conduct is not in the best interest of the sport of auto racing, your fellow competitors, the fans, management, or employees of SS. 3.4 SS reserves the right to refuse entrance to anyone who refuses to abide by the rules and regulations set forth herein and the usual policy of conducting auto races. SS also reserves the right to eject anyone for the racing season. Persons ejected by officials will be considered as criminal trespassers if they return, and RCMP will be notified. 3.5 SS will not tolerate any fighting on track property. Anyone involved in any fight on track property, including the track, pit area, the spectator’s areas, the RV park or anywhere else on SS property shall be subject to a suspension and forfeit points/winnings for that night. 3.6 Any driver, crewmember, or family member of a driver approaching another driver’s pit or trailer to argue, or fight will be considered the aggressor and the driver may be subject to a loss of winnings and/or points, fines, or suspension(s). 3.7 Harassment or unsportsmanlike actions or words directed toward any Track Official, Scorer, Security Officer, Track Management, Race Director, or Track Owner will NOT be tolerated. Any physical contact with a Track Official, Scorer, Security Officer, Track Management, Race Director, or Track Owner will not be tolerated. This includes resistance to an official’s efforts to stop arguments or fighting. Appropriate penalties will be decided and enforced by management. 3.8 No weapons are allowed on SS property. Anyone in possession of a weapon shall be subject to a fine, possible loss of weapon and arrest. 3.9 The Security Officers of SS shall uphold all track rules and regulations in addition to the laws of the province of British Columbia. 3.10 Anyone detained by SS security for violation of local, provincial, or federal laws shall be remanded to the custody of the RCMP. 3.11 Perpetual trophies must be returned upon request. 4.0 TRANSPONDERS 4.1 All cars must use transponders mounted using a proper bracket. 4.2 The transponders must be mounted in such a way that the dark grey portion of the transponder has a clear view of the racetrack with no metal or carbon fibre in the way, and at least one foot of clearance towards the rear of the car. 4.3 For proper placement of transponders see your class rules or speak with your class Tech Director. 4.4 Transponders are available for rent at the back gate. 5.0 GUEST DRIVER COURTESY RULE 5.1 It is the competitor’s responsibility to ensure their car is legal. 5.2 Cars that are determined to be illegal prior to competing and proper repairs or modifications cannot be made might not be allowed to compete (see 5.3). 5.3 In the event a racer appears at SS for the first time with equipment that is not within conformance with SS rules but is of such a nature that it does not provide a significant competitive advantage, or presents a safety issue, the General Managers may (after consultation with the Tech Director if required) allow a one-time exception to policy and allow that racer to compete. This one-time allowance comes with the understanding that if this racer returns to SS, the equipment must be modified to comply with SS rules. Non-conforming race cars will not be included in trophy dashes and can score no better that 5th position. 5.4 For an out-of-town suspension to be effective at SS, prior consultation is required from the suspending track. It is not the responsibility of SS to confirm any out-of-town suspensions. 5.5 SS will inform a guest racer’s home track if that racer receives a penalty, suspension, or expulsion from SS. 6.0 NUMBERS 6.1 All cars must be neatly numbered in bright contrasting colour to background colour of the car. 6.2 Since the scoring tower can only show two digits, numbers will consist of only two digits and must appear on both sides and roof except Crash to Pass cars which have number rules in their own rulebook. 6.3 Roof numbers should be read from the passenger side of cars, looking from the scoring tower when passing flag stand. 6.4 Numbers must be completely visible at start of each race. If number is not clearly readable from the scorer’s tower, your car may not be scored. 6.5 Cars with duplicate numbers will not be allowed to compete until the number is modified, either by changing the number, or adding a prefix or suffix to the existing number: for example, car number 93 can be modified to read “93-X” or “X-93”. Determination of which car changes its number is at the discretion of the Race Director. 6.6 Any car operating legally with an electric fuel pump must display the letter: “E” or “e” with their number at each number location and next to the main power switch. 7.0 SAFETY 7.1 It is the responsibility of the driver to ensure he/she maintains, wears, and effectively use protective clothing, and that his/her seat belt restraint system and all components including head and neck restraint devices (when used), are correctly installed, maintained, and effectively used. Head restraint device is highly recommended for all racing. 7.2 Each competitor is solely responsible for the effectiveness of personal safety equipment used during an event and is expected to investigate and educate himself/herself fully with respect to the availability and effectiveness of personal safety equipment. 7.3 No Driver shall compete in any event with head or arm extended outside of a closed body race car. 7.4 No race car shall enter the racing surface until the track surface has opened unless otherwise invited by an Official. 7.5 No one will be permitted to ride on the outside of a race car at any time (this includes return trip to the pit area after races.) 7.6 Any car not running at a reasonable racing speed, and is considered a safety hazard, may be subject to disqualification for that race. 7.7 An approved engine shut-off switch must be clearly visible and identifiable and within reach of driver when buckled in. 7.8 All roll cage tubing within reach of driver must be padded. 7.9 Quick release type racing belts are mandatory. 7.10 Belts must be 2 or 3 inches wide minimum (depending on class rules), and must be mounted in accordance with manufacturer’s specifications. (Belts that are 2 inches wide designed for use with neck restraint system are allowed). 7.11 Belts must display manufacturer date stamp tag unaltered; belts older that 5 years will be inspected by safety or tech director for suitability (no cuts or obvious wear degrading effectiveness) and not be any older than 10 years old. 7.12 Seat belts must be securely anchored and tech approved. 7.13 Fire resistant suits are mandatory. Double layer is highly recommended. 7.14 Fire resistant gloves are mandatory and fire-resistant shoes, head-sock, and underwear is highly recommended. 7.15 Drivers must wear a helmet carrying at least a valid SA 2010 or later certification decal. Any modification to the helmet for any purpose should not detract from its effectiveness. Helmet must be always worn when a car is on the track and must accompany vehicle at time of inspection. M-rated helmets are not approved. UPDATES (May 17, 2022): • All helmets must be SA2015 or newer in 2023 • Effective immediately: All helmets must be “full-face” with chin-protection. 7.16 Drivers must wear approved safety equipment and apparel whenever operating a race car on the track. 7.17 All lead weight must be properly secured and painted white and have car number painted on it. 7.18 Some classes have specific tire rules; refer to class rules for specifications. 7.19 Absolutely no soaking, treating, or softening of tires for any class will be allowed. This practice could result in premature of catastrophic tire failure resulting in serious injury or death. 7.20 Only track Officials, track security, track management, emergency officials, and the Race Director will be permitted to enter track immediately after a yellow or a red flag is displayed. 7.21 Any Driver or Crew Member who is injured or involved in an accident may be required to submit to a check by the medical attendants or if the incident is deemed serious by track officials, will not enter or re-enter a race until approval to do so is given by Officials and medical attendants. Medical transportation from the racetrack to the hospital is the competitors’ responsibility. 7.22 Any competing car, whose speed has been reduced to the point where it could cause a safety hazard, may be removed from the racing surface at the option of the Officials. 7.23 If a car is dead on the track when racing is in progress, the driver must stay in the car with seat belts fastened until the race is stopped except in case of a fire or rollover. Failure to comply may result in a penalty, disqualification, and/or suspension. 7.24 Speed limit in the pits/infield is at idle. Excessive speeding or dangerous driving in the pit area may result in fines, suspension, or disqualification. This includes race cars, race haulers, pit-carts of any and every type and ATV’s. 7.25 Helmets must be worn when operating any motorized vehicle on Saratoga Speedway property with the exception of track officials when the wearing of a helmet constitutes a global safety hazard due to communications requirements. 7.26 No riding on trailers or vehicles anywhere on SS property. 7.27 No standing on top of vehicles, pit boxes, tires, infield walls during race operations. 8.0 CREDENTIALS 8.1 All persons entering pit area including drivers, crewmembers, owners, and family (team) members must purchase a pit pass wristband before entering the pit area. Offenders will be removed from the track for the night by security. Keep receipt in case of race program cancellation; refunds will only be provided with receipt. 8.2 Track owners or general managers may provide members of the Media, VIPs and Sponsors access at their sole discretion. 8.3 Credentials (wrist band or VIP Lanyard Pass) may only be used by the person to whom they are assigned. 8.4 Credentials must be always displayed during the racing event. 8.5 All persons entering pit area, including drivers, crewmembers, owners, and family members must sign the Release and Waiver. If you have not signed this form and are injured on track’s property, you will not be covered by the track’s insurance. It is your responsibility to read and sign the form when purchasing a pit pass wristband. Any personal property taken into the pit area is taken at their own risk and is not covered by the track’s insurance. 8.6 Anyone under 19 years of age must have a parent or legal guardian sign a minor Release Form which will be maintained on file for the season. Minimum age for a driver to race is 12 years of age and anyone under the age of 16 must have successfully completed the Saratoga Speedway Driving Course level 2 (level 3 recommended). Exceptions are at the discretion of the General Manager(s)/Owners, based evidence of proven prior experience of the driver (for example: experienced go-kart driver, racing course(s) undertaken etc.). 8.7 SS reserves the right to accept or reject entry to any person for any event. 9.0 REGISTRATION • ALL drivers must register their car utilizing the contact-free online registration forms found on the SS website prior to commencing competition: www.saratogaracing.ca • All drivers must be registered members of Saratoga Speedway in good standing in order to compete and to collect championship points or any awards. • All race-team members, sponsors, officials, volunteers, or members of the public must complete the liability release: “Waiver” prior to being granted entry to the pits. All persons requesting pit-access who are not officials or media members must identify with a registered team to be granted access. Team drivers are responsible for the actions of any member associated with their team and are liable to sanctions in keeping with the rules herein should any member of their team be in contravention of these rules. 9.1 Only the track owner or general managers can approve the transfer of cars from one division to another. 9.2 Any driver under the age of 14 must have successfully completed the Saratoga Speedway Driving School Course Level 2 (Level 3 recommended). Special dispensation to this rule may be available at the discretion of the track owner or general managers. 10.0 RULES OF ENGAGEMENT 10.1 Typical event procedures: • Pit gates open for off-loading: normally 12:30 pm • Hot laps: normally 2:30 to 4:30 pm. • Drivers meeting: normally 4:45 pm; Pit crew welcome. • Time trials (qualifying) normally 5:00 pm to 6:00 pm. • First dashes staged on track; second dash staged on infield immediately following qualifications. • Racers taking part in “FanFest” will safely bring their cars to the drag strip under the direction of officials, and be ready to welcome spectators and fans. • “FanFest” will normally take place immediately after staging the first dash; security will open the track pedestrian gate when signalled to do so by officials (when all vehicular traffic has ceased). Fans will be permitted to visit racecars and speak with racers etc. for up to 30 minutes at the discretion of the officials. • All drivers will enter the track beside their cars with hats off as directed for the singing of the Anthem(s) and will remove their cars back to the pits as quickly as safely possible at the completion of the anthems. • Those cars staged for the first dashes will strap in. 10.2 The General Manager(s) and Track Owners are the final authority on all matters of SS operations, races, infrastructure, or safety. 10.3 Race Directors are the senior authority concerning the running of the races. 10.4 The starter (flagman) is the primary authority and Race Director is final authority regarding competition on the track. 10.5 The Technical Directors are the primary authority regarding all technical aspects of competition vehicles and are responsible for maintaining cohesion between the rules books and race car construction, modification and repair including confirming conformity to the rules pre and post competition and the management of tire distribution and control. 10.6 The Safety Directors (can be the same person as the Technical Director) are the primary authority regarding safety aspects of competition vehicle construction, modification, and repair. 10.7 The Pit Boss is the senior authority regarding all pit operations, event staging and traffic flow. 10.8 Pit Boss and Race Director may have assistants who are officials and who can relay racing, operational, and safety information. 10.9 Permission must be obtained from the Race Director or general manager before any practice and or safety laps, other than the designated practice time may be taken. 10.10 No race cars will be allowed on the track until the track has been opened for official practice or racing. 10.11 All cars MUST go through Tech and Safety inspection prior to entering the racing surface. All cars will run under the approval of the Technical and Safety Inspectors. 10.12 Any unauthorized persons entering onto the racing surface during race conditions may result in a disqualification, penalty, fine, or suspension, to the person and affiliated Driver. 10.13 No personal cars or vehicles are to be left in the pit area during any competitive event unless expressly authorized by track owner or general manager. 10.14 All Rookie drivers may be required to start at the back of all events for a period of time and display a red/pink/yellow ribbon on back and front bumper. Crash To Pass Rookies will have a yellow front and rear bumper. 10.15 Any car continuously unable to start under its own power may be liable to a penalty or disqualification from the event or from the complete program. 10.16 Any Driver or Crew that does not take their car to the line-up grid when requested to by the Officials may be required to start at the back of the line-up for that event at the discretion of the Pit Boss and Race Director. 10.17 Basic Event format, (see “Typical Event Procedure” above) • Competitors will be called by Pit Boss and assistant for staging to qualify. • Qualifying will be either one or two consecutive laps. If you pit after one lap, you will not be permitted a second lap. • All cars time in by class. Cars that do not time in with their class for any reason will not be allowed to time in, will not be in the trophy dash, will start at the back of all line ups and will not receive passing points. • Late arrivals may be allowed to compete but must contact a track Official for approval. In any event, late arrivals will start in the rear of the appropriate field, if allowed to compete. • CRASH-TO-PASS cars that do not time in will start in the middle of the line up and will not receive passing points. • If for any reason there is no qualifying, line up will based on reversed point standings. • Driver’s meeting is mandatory. Drivers must attend, if the Driver does attend the drivers meeting, he/she will start at the back of their respective races. • National Anthem. All drivers line up on drag strip by their cars (if participated in “FanFest”) or stand in a row if their cars are in the pits. All track officials (unless engaged in priority tasks) will line up in front of Victory Lane Podium. All other people in the infield respectfully stand still and remove hats for National Anthems; remember the fans can see you. • The first dash of the night. Cars should be lined up on the track before the National Anthem. • The second dash. Cars should line up in the pit. • Trophy dashes. Cars that time in are eligible. 4 cars for 4 laps. No points. Trophies/decals only. • Heat races. Must complete one green flag lap to qualify for points. • Main events. Must complete one green flag lap to qualify for points one full lap does not have to be completed by all cars before the race is officially started. • The finishing top three cars from the main events must go directly to the tech pad after trophy presentation. • No racecar will carry more than one person unless authorized to do so by an official (figure-8 class rules apply). • No cars shall enter a race except at the designated track entrance and at the discretion of the Starter/Pit Boss or official. • Racing can naturally result in some contact between cars. The track officials will decide what constituted a racing contact or what is deemed to be illegal contact. Intentional bumping, rubbing, or short braking may result in loss of position and/or fine and/or disqualification from the event. • Cars that have moved up a class uninvited for three or more race meets must remain in that Class. 11.0 CONDUCT IN THE PITS 11.1 No private vehicles allowed in the pits during racing unless Pit Boss or General Manager(s) has granted special permission. 11.2 Tow vehicles will be allowed into the pits 5 minutes after the last race of the program is completed and at the discretion of the Pit Boss or General Manager(s) has granted special permission. 11.3 Motorized pit vehicles, ATVs etc. must maintain safe speeds, and operators must wear appropriate head protection at all times. These vehicles must operate with lights on whenever the track lights are on. 11.4 Persons in the pits must not stand on, climb on walls, tires, pit-carts, racecars, garbage cans or any other object due to safety hazard. Persons repeatedly warned to get off or climb down are subject to removal at official’s discretion. 11.5 Any competitor or Crew Member who participated in a fight in the pits, or on the racetrack, or on the premises, will result in a minimum of $500.00 fine, suspension, and/or loss of points and positions in the event. STAY IN YOUR OWN PITS! ANY DRIVER OR CREWMEMBER THAT GOES INTO SOMEONE ELSE’S PITS, YELLING OR WITH ANY KIND OF AGGRESSIVE BEHAVIOR WILL NOT BE TOLERATED!! YOUR CAR WILL BE LOADED AND YOU WILL BE REQUIRED TO LEAVE THE RACETRACK PREMISES. 11.6 No glass bottles allowed on track property. 11.7 Alcoholic Beverages/Illegal drugs • No alcoholic beverages or illegal drugs will be permitted in the pit area/infield. • Anyone using intoxicating beverages or illegal drugs before entering the pit area/infield, or while in the pit area/infield, will be ejected from the pits/infield and suspended. • No person or persons involved in the racing events shall be under the influence of intoxicating beverages or impairing drugs prescription or not. • Drivers are responsible for the actions of their team, including owners, crewmembers, family members, sponsors, and anyone associated with, or signed in on, their car. Any person representing a team that is unruly or is involved in any unsportsmanlike conduct with SS Officials or other teams will jeopardize their teams’ participation in that night’s show and future events at SS. • The driver will be the sole spokesperson for their entry in any and all matters pertaining to the race and shall be the only member of a team to speak to Track Officials, Track Management, or Race Director with regards to race operations. The only exceptions will be in the case of a car owner making a protest and a pit team member discussing tech or safety with tech and safety officials. 12.0 RACE SURFACE 12.1 No one is allowed on the track while racing is underway. 12.2 Anyone crossing the track on foot will only do so at the direction of the Starter (flagman) at the tower entrance or at the rear track entrance at the direction of the Starter (through an official at the back entrance only). If you do not have permission to cross the track from the Starter do not cross the track ever. 12.3 Upon pushing the race car to the track surface for push-off, the ATV must immediately and safely exit the racing surface. 13.0 DRIVER RULES 13.1 Drivers must wear approved safety equipment whenever operating the car on the track (temporary operations such as “FanFest” or staging is authorized). See “Safety” paragraph 7 above for clarification. 13.2 A driver that qualifies a car is expected to drive that car for the remainder of the event. A replacement driver that did not time in the car must obtain approval by officials. The car will start at the back of the line up and will not receive passing points. 13.3 Driver substitutions may be authorized by track owners, general managers or race director only, only authorized substitute driver must drive that car. Unapproved driver substitutions will result in loss of all points and forfeiture of payout and tow-dough for that night. 13.4 Any driver involved in an accident may be required to submit to a check over by the first aid attendant. 13.5 Any car involved in a major accident must be checked over by safety crew before being allowed back onto the track. 13.6 The Driver is responsible for his/her car and the conduct of their crew during a race meet. Penalties or suspensions of a crewmember may be applied to the driver. Drivers and pit crew are expected to deal with fans in a friendly and courteous manner when they come on the track or into the pit area after racing events. Please sign autographs with a smile since you are shaping the image of the sport of auto racing. Keep in mind that you are representing your team, your sponsor, and your home track to the public. 13.7 Ignorance of rules, specifications or equipment is no excuse for running illegal. It is up to the car owner to make sure their car is legal. 13.8 It is the responsibility of the car owner to state what he or she has in the engine and running gear if requested to do so by Tech. The owner must remove part(s) as requested by Tech for inspection. This will be at the owner’s expense. The Tech has the authority to refuse any car to race. 14.0 EJECTION/SUSPENSION/DISQUALIFICATION/PENALTY 14.1 Any person on track property is subject to disciplinary action for any of the following, but not limited to: • Use of drugs or alcohol • Fighting • Communicating threats • Extreme Profanity • Speeding in the pits • Dumping grease or oil on the ground or leaving unattended containers of same behind • Dumping tires or debris of any kind on track property • Possession of a deadly weapon • Forgery of official papers • Violation of any SS operational rules • Violation of any Provincial or Federal Laws on the premise • Unsafe use of ATV’s, bikes, or golf carts 14.2 Disciplinary actions can include but are not limited to: • Ejection • Suspension • Disqualification (DQ) • Forfeiture of prizes and or points • Track Fines • Revocation of access to Saratoga Speedway Property 14.3 Any track Official may recommend to the General Manager(s) the ejection of a registered competitor or member of a registered competitor’s team from the premises in any situation to promote the orderly conduct of any event. General Manager(s) and Owners have the authority and at their discretion can delegate the authority to eject anyone from the premises at any time. 14.4 Some rules have mandatory penalties for failures to comply, which will be enforced by Tech, Safety, and Operational officials. 14.5 Any participant touching an Official in anger shall be suspended. 14.6 Anyone ejected from the pit area must leave the property; you will not be permitted to re-enter into the grandstand area. 14.7 Any driver, car/truck owner, or mechanic who takes part in any demonstration or fight on the track, in the pits, or surrounding premises before, during, or after a race shall be suspended. 14.8 Anyone entering another driver’s pit area or coming to another driver’s car and causing an altercation will be fined and may be subject to other penalties at the discretion of the General Managers. 14.9 Any driver who is asked to load his or her car because of unsportsmanlike conduct will be disqualified and may be subject to other penalties at the discretion of the General Manager(s). 14.10 Track Officials may review video footage. Track Officials may also use video for training. 14.11 Under caution, drivers are welcome to stop at the Track Official to have their car checked for safety conditions or have sheet metal cleared. Driver will not be penalized for stopping at Track Official under caution. 14.12 Any car that is deemed to be intentionally delaying a race by stopping on the track to bring out the yellow flag for any reason while the race is under the green flag will be disqualified. 14.13 SS reserves the right to impose upon any driver, crewmember, spectator, or any other person on track property disciplinary action for violation of any rule or law. 14.14 Disciplinary action shall be final and not subject to appeal. 14.15 Rules are not intended to eliminate competition or accidental contact during the race; they are however, intended to prevent excessively rough driving and unsafe conditions on the track. 14.16 Any driver whose actions are deemed to be excessively rough driving will be disqualified from that race forfeiting all points and winnings for that race and may be liable to further penalties. The Race Director and Starter will assess the incident and make the final decision on severity of the contact and make their recommendations to the General Manager(s) regarding further penalties. 14.17 Any driver that gets out of their car on the track to argue or otherwise delay or disrupt the race will be disqualified, forfeit all points and winnings for that night and may be liable to further penalties. 14.18 Any car that spins out for any reason as they are being lapped or about to be lapped by the leader and brings out a caution will be scored one (1) lap down from that point forward in the race. 15.0 INSPECTION 15.1 A competitor must take whatever steps are required, including tear down of the race car, as requested by Tech Director to facilitate inspection. 15.2 All cars are subject to inspection by an Official at any time and in any manner determined by the Officials. 15.3 All tires must maintain all markings provided by the manufacturer and Tech Director for all races. No exceptions. 15.4 Alteration or forgoing of Tech Director’s tire marking is forbidden. Tech Director shall confiscate any altered or forged brand tire and the driver will be disqualified for that night. 15.5 All decisions by the Tech or Safety Director regarding the timing and manner of inspection as well as which cars will be inspected are final. 15.6 The racetrack or officials are not responsible for any expense incurred by competitors during post-race inspection teardown. 15.7 Refusal to teardown- Automatic DQ. 15.8 One driver or one car owner, and one mechanic per race car will be allowed in tech area. 15.9 The first-second-and third place finishers shall proceed directly to the tech pad and follow Tech Director’s instructions immediately after presentations. 16.0 OFFICIAL PROTEST 16.1 All protests and appeals shall be governed by the rulebook. 16.2 If a Driver or registered car owner believes that another competitor in the same class is in violation of the rules, the member may protest suspected infractions individually (if there are two actions there must be two protests etc.) to the Technical Director or Race Director. 16.3 The protest must be made in writing by the Driver or car owner and must indicate the rule that is being protested within twenty minutes after the checkered flag is displayed signifying the completion of the race. 16.4 Refer to specific class regarding fees involved. 16.5 Eligibility • The Race Director and/or Technical Director shall decide whether the protest is valid in accordance with the rules. • If the Technical Director deems the protest ineligible for investigation, he/she will indicate their decision in writing on the protest slip and return it with the deposit to the protester. • If the protest is deemed eligible for investigation the driver in question will be informed of the protest immediately after presentations in the winner’s circle and will be directed to bring the car directly to the tech pad immediately where they will be informed of the nature of the protest. 16.6 The team under protest shall be allowed one driver or owner and one assistant to remove parts if required. 16.7 Refusal to remove part(s) indicated by Tech Director for inspection purposes will result in that part/system being deemed illegal and appropriate action will be taken. 16.8 If the Driver under protest does not proceed immediately and directly to the tech pad for inspection, they will automatically forfeit all points for the race night and be ineligible for pay-out or tow-dough; the protest will still be valid, and inspections will be carried out in accordance with the protest and rulebook. 16.9 The tech director will direct removal of parts for inspection by driver and/or assistant if and as necessary, and will take images, measurements, utilize questions to make an accurate assessment. 16.10 The tech director is the final authority of the legality of the part(s) or system in question and will inform the Race Director of the results of the inspection. 16.11 The Race Director will in private inform first the driver under protest then the person making the protest of the results of the inspection and recommended remedial actions or inform regarding confiscated parts deemed illegal if any. 16.12 All parts found to be illegal may become the property of SS at the Tech Director’s discretion, the protest deposit will be returned to the protester. 16.13 If the protested part(s) are found to be legal, the protest deposit will be given to the affected driver. 16.14 After deciding the protest, SS Officials will take whatever action deemed appropriate to further the interests of fairness and finality in the competition results. Such action includes, but are not limited to: • Revising the official race results • Disqualification • Suspension • Fines • Loss of finishing position(s) • Awarding or subtracting of points • Forfeiture of prizes, tow dough • Amending the rule • Other actions deemed appropriate • Or taking no action. 16.15 Drivers may not protest equipment during their first visit to SS, but they may protest race procedure and/or results. 16.16 The determination if a protested item is deemed to be an unfair competitive advantage will be made by the Track Chief Tech Inspector. 16.17 Any refusal to be inspected or noncompliance with the rules set forth will result in disqualification and loss of all points and winnings for that night. 16.18 If a protested car is found illegal after inspection twice in any race season, driver will be fined $300.00 16.19 If a protested car is found to be illegal a third time in any race season, they will forfeit all points accumulated year to date. 16.20 If a driver or car owner feels there is a race procedure or result that is in contravention to the 2021 rulebook, they may make a protest to the Race Director or General Manager(s). Any procedures or results that are found to be in error appropriate action shall be taken to ensure there are no further occurrences and further actions if required concerning pay-out or points will be at the discretion of the General Manager(s). 17.0 APPEALS 17.1 Request to appeal a protest decision must be submitted in writing by the driver or registered car owner in receipt of the decision in question to the General Manager(s) of SS within 24 hrs of the official decision being levied. 17.2 A $250.00 non-refundable appeals fee must accompany appeal request. 17.3 The General Manager(s) will review the merits of the appeal and will perform any research or consultations deemed necessary to effectively address the nature of the appeal. 17.4 The decision of the General Manager(s) is final and will be provided in writing to the appellant and Track Officials within 5 days of receipt. 17.5 If the appeal is denied there are no further recourses. 18.0 POINTS/PURSES/TOW-DOUGH 18.1 Special event purses will be announced prior to the event. 18.2 All event purses will be paid in cash at the pay out area located on the infield behind the concession and beside the tech pad. 18.3 Guest racers can pick up their tow-dough and/or purse at the pay out area or from their association/club representative in keeping with association or club procedures. 18.4 The pay-out area will open for pay-outs as quickly as possible after the last race of the program and will remain open until the last envelope is picked up or at the discretion of the officials. 18.5 To receive championship points all cars must be registered and run division sponsor decals if provided. 18.6 All championship points awarded shall normally be to the driver and owner. Normally the driver accumulates championship points while advancing towards a championship title and trophy while the owner accumulates championship points while advancing towards championship points fund award if the particular class is sponsored. 18.7 Tie breakers and final championship points, for all divisions, will be broken by most wins, second place finishes, third place finishes and so on until the tie is broken. 18.8 Only drivers or designees will be allowed to sign for and pick-up and sign for pay out envelopes. 18.9 Scoring discrepancy protests must be made by driver to Race Director within ten (10) minutes after the score sheet for that race in question is posted. 18.10 All scoring discrepancies will be referred to the Statistician for review. 18.11 Any abusive language from the driver will result in penalty and will end discussion with the Officials. 18.12 Points break down can be found under “For Racers”; “Points” on the SS website. 19.0 SECURITY RULES 19.1 General: • SS is intended to be a safe, competitive, family oriented, fun-filled, and exciting outing for race fans and racers. • All security operations and activities are at the overall direction of the Owner/General Manager(s) • All competitors are encouraged to report unsafe conditions, events, or activities to track officials so that they can take corrective measures to help establish a safe enjoyable environment for everyone. 19.2 Pit road entrances & exits: • Pedestrian and vehicular traffic at a racetrack pose a severe safety threat, especially due to the proximity of both elements. Security staff and Track Officials will control pedestrian traffic. • One of the most dangerous locations for pedestrians at a racetrack are the entrances and exits from and to the racing surface. It is imperative that these access lanes are kept clear and free of pedestrians and that all crossings are carried out under the control of Officials. • When cars are on the track, and this includes cars entering the track from the pit areas for the next race, pedestrians are not allowed on the track. Once the Flagman gives the signal to pull the next race onto the track, pedestrian traffic will no longer be allowed. • ATV’s and other motorized pit-carts/vehicles pose a significant risk to pedestrians, both on the track and in the pits. ATV’s may push cars to the grid and onto the track for push-start. There will be no excessive ATV traffic in the pits, and there will be absolutely no joy riding, speeding, running errands to the concession stands, cutting donuts, etc. ATV’s are normally designed to carry a maximum of two people, but unless there is a particularly good reason, only one person may operate and ride an ATV at a time. Reckless operation of an ATV is grounds for ejection. • All ATV and motorized Pit cart operators are to wear appropriate head protection at all times and are to use running lights whenever the track lighting systems have been energized. 19.3 Pit security: • The pits are open only to race team members, car owners, sponsors and media (with pre-approval). • Wristbands of various colours and numbering sequences will be issued and placed on the participant’s wrist by the pit ticket sales attendant. • Staff will monitor pedestrian traffic at the pit entrance. Only personnel displaying that night’s wristband will be allowed into the pits. No exceptions. Security staff will check wristbands visually and may conduct closer checks at the random to verify authorized access. • Anyone caught attempting to enter the pit area with a bogus wristband will be detained and the Head of Security will be summoned. Identification and car affiliation will be obtained, and the Race Director will be notified. Affiliated car may be liable to penalty. • Alcohol and racing do no mix therefore alcohol is not allowed in pit area. SS will feature licenced areas in 2021 and the consumption of alcohol in un-licenced areas puts the Speedway’s licence in jeopardy. Security Staff at pit gate can check haulers for presence of alcohol. If found, the alcohol must be removed prior to allowing the hauler to proceed. Alcohol purchased at the track vendor is not allowed in the pits. Pit entrance security staff will be very vigilant in checking items (boxes, backpacks, large purses, etc) entering the pit area for alcohol. 19.4 Grandstands: • Safety and security in the grandstand area are especially important. Security staff will conduct roving patrols of the grandstands throughout the race activities. • SS promotes a family-friendly environment. Security staff will specifically watch for attendees that are: intoxicated; destructive; or otherwise, a disruptive influence on normal race crowd behaviour. • Alcohol is to be kept in the licenced area only. Officials will confiscate any alcohol found outside of the licenced area and the person(s) found to have alcohol outside the licenced area will be ejected and may be referred to RCMP. • Alternative transportation can be accessed from the track; inquire at the Beer Garden service kiosk or ticket booth when open. • Smoking is not authorized in the viewing areas; no exceptions. Repeat offenders may face removal. 20.0 FLAGS 20.1 Drivers must know the meaning of, recognize, and obey each flag. Failure to obey the flags may result in loss of position at finish and /or fine or disqualification from the event, at the discretion of the starter. 20.2 GREEN Go • Game-on. Race has started, no passing before the start/finish line except on single file restart. 20.3 YELLOW Caution. • Slow down to a safe speed and watch for and yield to safety vehicles and track officials/safety personnel. • No passing; pull into a single file. • Race line up will revert to the last completed green flag lap. • Race Director/Starter will provide verbal instructions to get positioned for the restart via raceceiver. • Yellow flag laps do not count as recorded laps. • If the yellow comes out after the white flag is displayed, the race will be restarted with the “green, white-checkered” sequence. In the event a caution sequence, the race will be considered complete and the last lap completed under green will count as the final scoring for that race. For scoring purposes, car(s) involved in the yellow or red flag during the “green, white-checkered” sequence will be posted at the rear of the field in the running order of the last lap completed. • Racing back to the flag-stand when a yellow is thrown is not permitted. • No one is permitted on the track during a yellow flag without clearance by a track Official. Violation of this policy may result in that individual’s removal from the property and/or disqualification of the car. This rule is for safety of everyone and to ensure proper medical/rescue procedures can be carried out un-inhibited without creating more danger. Only Race Officials/EMS/Fire Rescue personnel will attend accidents. • Any car(s) causing an incident to bring out the yellow flag will restart at the rear. The order will be decided by the track Officials and the decision will be final. • If a yellow flag is displayed, restart line-up will revert to the last completed green lap if all lead lap cars have crossed the start/finish line. If yellow comes out any lapped cars (down by only one lap) will line up as they are, running behind the lead lap cars and be on the lead lap. Any cars two (2) or more laps down to the lead car will line up in order behind the lead lap cars; pay attention to race Director and Starter instructions to re-stage in position behind the race leaders. 20.4 RED Stop. • Race is halted; come to a complete stop within a reasonable distance and remain in your car; seatbelts on (unless your car is on fire or upside-down). • Allow the cars following sufficient room to stop. • Proceed to re-position when and as directed by officials. • Any driver who continues to race or who does not come to a complete halt in a reasonable time will be subject to penalty. • Cars may be sent to pits and staged ready to re-enter the race. In this case cars are not allowed to their pit stall and must only stage for re-entry in the order directed by the Race Director and Pit Boss. • If/when race is restarted after red flag, cars will revert to the last completed green flag lap for restart. • At the discretion and direction of the officials, drivers may receive re-hydration from one pit member only however no work will be done on the car. • Cars that receive any repairs or adjustments in any form while in the pits awaiting restart after a red will go to the back of the line for restart. • All cars involved in an incident bringing out the red flag and that can continue to race (medical and technical authorities’ approval) will restart at the rear. The Race Director will decide the order based on the last green-flag lap completed and the decision will be final. • Safety is the first concern. Only track Officials, track security, emergency officials, and the Race Director will be allowed to enter track immediately after a red flag is displayed. Anyone impeding Track Officials, EMS or Fire/Rescue during an incident shall be subject to suspension or ejection at the General Manager(s) discretion. • During a red flag, Track Officials will determine if the track will be open to crewmembers to provide rehydration to drivers. • In the case of a red flag during a Sprint Car event, crewmembers and ATV’s must not enter track until cleared by the Pit Boss. Violation for entering the track before Pit Boss authorization will result in their car being placed in the rear for the restart. • Driver must stay in their car with safety belts buckled at al times under a red flag. Drivers may un-buckle at the discretion of the Race Director and when it is confirmed that there are no moving race cars yet on the track. 20.5 BLACK/ORANGE CIRCLE “Meatball” Mechanical issue. • Drivers in receipt of mechanical flag must immediately report to infield Track Official for information or repairs. • Failure to exit the track within two laps may result in all points for that race forfeited and the car being retired for the remainder of the competition; the race may be stopped to get the car off the track if a safety concern is noted. • Re-entry to the competition after receiving the mechanical flag is at the discretion of the Pit Boss and Race Director. • A “Meatball” flag can be thrown for many reasons; loose parts, excessive smoke, insufficient speed to remain in the race, cut-down tire etc. The car may re-enter competition at the Pit Boss or Tech Director’s discretion. Drivers re-entering competition without clearance from Tech Director or Pit Boss will be returned to the pits for the remainder of the race. 20.6 BLUE/YELLOW Maintain racing line: there is passing traffic. • Hold your line; do not make any sudden corrections; be cautious and do not change lanes or move up or down the track; you are being passed. 20.7 “ROLLED” BLACK Warning. • You are being warned or cautioned about an action you took in competition; stop doing it. • If you repeat that action you will be given an open Black Flag at the discretion of the Starter and Race Director; listen for race Director or Starter instructions. 20.8 “OPEN” BLACK Penalty • Proceed directly to the pit immediately for consultation with official. • If a driver does not pull into pits to consult with official within 3 laps the race may be stopped and the driver will be disqualified. • Once you have received a black flag, your car will not be recorded/scored again until you have reported to the pit and been cleared to return to the race. 20.9 WHITE Final lap. 20.10 CHECKERED Race is over. • All drivers can do a cool-down lap; only the 1st place car (Race Director will clarify first three spots on radio) can do an additional victory lap before entering winner’s circle. • First place car proceeds to winner’s circle for presentations. • Winner must proceed directly to tech following presentations. • Second and Third place cars proceed directly to tech pad after taking checkered flag. • Special events, championship races and invitationals; all three winners to winner’s circle for presentations. 20.11 GENERAL FLAG RULES • In the case of a yellow or red flag on the first lap a complete restart will take place. • Any car(s) causing or involved in a yellow or red flag situation during a race after the first lap will go to the back of the line-up at the discretion of the Starter. Cars involved in a multi car pile-up may not all be put at the back of the line-up. • “Popcorn” Yellow. Crash-to-pass only. Fall into single file, there will be no line up.
